Code-era ice-barrier rules exist because cold-climate eaves back water. Nebraska’s freeze-thaw is that climate. We install ice-and-water at eaves — usually two rows, more on the elevations that ice every year — and in valleys. A “Nebraska roof” bid that skips it is not a savings. It is a leak with extra steps.
